STAUTORY ROLES AND RESPONSIBILITIES

 

2007-2008 Community Council Updates

 

The Community Council shall develop:

 

1.  School Student Achievement Plan (SSAP)

  • Gather and analyze multiple sources of data regarding student achievement
  • Determine the school’s most critical academic needs
  • Establish clearly stated goals with measurable results in the focus areas of:
         Required:    1)   Literacy      2)   Numeracy 
         Optional:    School Choice
  • Recommend a course of action to meet the identified needs, specifically noting programs, practices, materials, equipment, and/or staff development the school will need to implement to reach the established goals  
  • Allocate Quality Teaching/Student Achievement (QTSA) funds to support goals
  • Submit SSAP on-line by announced due date
  • Respond to feedback from the district accountability process
  • Implement the plan
  • Report progress, modifications on goals and/or funding changes at mid-year review
  • Collect data all year
  • Publicize plan, results achieved and use of funds to community

2.  School LAND Trust Plan - A subset of the SSAP

  • Survey the community for input
  • Use data collected for SSAP plus survey results to determine the school’s most critical need
  • Target an academic goal (objective must be in the Utah CORE)
  • Establish clearly stated goal(s) with measurable results
  • Allocate LAND Trust funds to support goal(s)  Submit LAND Trust fund on-line by announced due date
  • Respond to feedback from the district accountability process
  • Implement the plan
  • Report progress, modifications on goal(s) and/or funding changes at mid-year review
  • Collect data all year
  • Publicize plan, results achieved and use of funds to the community

3.  K-3 Reading Achievement Plan—A subset of the SSAP

  • District directed and reported
  • Elementary SSAP Literacy Goal supports district goals by responding to the unique needs of the local school 

4.  Child Access Routing Plan

  • Evaluate and update neighborhood map sent by District each Spring to determine safest walking route for children
  • Submit recommendations to the District Traffic Safety Committee
  • Publicize final plan to the community

The Community Council shall assist in the development of:

1.  Components of the Staff  Professional Development Plan which align with the SSAP.

2.  Recommendations, in the interest of academic achievement, regarding school and district programs, and issues relating to the community environment for students. 

The Community Council's authority to carry out their roles does not extend beyond their individual schools.    

The Community Council shall comply with all regulations regarding the composition and election of Council Members, publicizing and holding open meetings, use of funds and working collaboratively towards consensus .        

RESPONSIBILITIES RESERVED BY THE BOARD OF EDUCATION

  1. Human Resource functions such as hiring, corrective discipline, grade-level assignments, surplus status, etc.
  2. Individual student decisions such as discipline, placement, etc.
  3. Application of district policy and/or administrative memoranda.
  4. Final approval of the SSAP, LAND Trust Plan and Staff Development Plan.
