What would happen to employee contracts?

The law directs the school board of the new district to adopt the personnel policies and contracts of the existing district.  Utah Code 53A-2-122.  The law does not require the new board to maintain these policies and contracts for any given period of time.  The Professional Agreement between the GEA and the Board of Education is in effect until July 2007.  The new board would be able to renegotiate a completely different contract at that time.  Similarly, a board of education can change its policies at any time.

This problem can be made considerably more difficult if a new district is made up of two different former districts, such as Holladay City (Granite District) and Cottonwood Heights (Jordan District), whose professional agreements are different and expire at different times.
