How does a student qualify for academic all-state in sports?

When students meet the criteria for the award, coaches submit their names to administrators who pass on the nominations to the Utah High School Activities Association. The Association then selects the winners.

You referred to a criteria for the award. What is the specific criteria or where can it be found?
